The UK is a member of the International Labour Organisation (ILO) and is therefore committed to upholding the core principles of the ILO with the aim of improving social justice throughout the world. These principles have been created to combat the use of forced and/or child labour, the elimination of discrimination in employment and the right to collective bargaining.
In-keeping with the ILO’s aims EU regulations now require that tenderers who have been convicted of certain offences, which have implications for human rights, should be excluded from competing for public contracts. As a result any contract that Procurement Lincolnshire let will conform to these standards by requiring tenderers to declare any convictions which may exclude them, this is in keeping with the OGC’s current guidance on mandatory exclusions. It may also be the case that where Health and Safety issues form a critical part of a contract we may require tenderers to evidence a minimum standard of Labour practice.
The government’s commitment to ensuring fairer employment standards supports the wider objective to sustainable procurement and links directly to Procurement Lincolnshire’s Sustainable Procurement Strategy.
