Why we consider equality and diversity in procurement
The partner authorities have a responsibility to use taxpayers’ money wisely which means securing value for money. A third of all public spending goes on purchasing goods and services. It is important to consider how this expenditure can contribute to social outcomes whilst still achieving value for money.
There are significant benefits to society in a diverse workforce which provides equal opportunities for all, regardless of race, disability and gender etc.
These benefits include:
- Ensuring that the public sector benefits from diverse skills and talents by encouraging suppliers to promote equality and diversity in their own workforce
- Reductions in pay gaps and improved employment rates among currently under-represented groups
- Transparency in suppliers’ approach, driving up productivity, attracting recruits from the widest pool, better staff retention, and improved morale and performance amongst employees.
Legal Obligations
All organisations, whether they are in the public or private sectors, must comply with specific legal obligations in relation to equality. Suppliers need to be aware that as a minimum standard they will be expected to comply with this equality legislation if they want to be considered for a contract let by Procurement Lincolnshire and its partners.
Equality in the procurement process
We try to ensure that the procurement process is fair and inclusive. One thing we look for is that our suppliers take their responsibilities in regard to equality seriously. This is reflected in our procurement processes. As an evidence of commitment to equality issues we may require that suppliers have an equality policy. We also expect suppliers to be able demonstrate how they apply such policy in their organisations.
Model equal opportunity policy
Procurement Lincolnshire wants to ensure that it is attracting a diverse supply base to help meet the needs of its community, to deliver better public services, and to help achieve the best value for money. We provide a range of support to SME’s including training on how to do business with the public sector and an annual ‘Meet the Buyer’ event.
To further support our suppliers, particularly SME’s, Procurement Lincolnshire has made available a sample equality policy. Businesses do not have to adopt this particular model. Other equality policies can be appropriate. However, if suppliers do not have a suitable equality policy, this template can be used in their organisations.

Procurement Lincolnshire has produced a guide for suppliers on how equality issues may be addressed at different stages in the procurement process. This guidance introduces the criteria which may be used to assess suppliers on their capability and commitment regarding equality issues.
