Sustainable Procurement Strategy

Sets out the strategic framework within which Procurement Lincolnshire will deliver its two priorities:

  1. achieving year on year efficiencies, but not at the cost of quality
  2. developing and embracing sustainable procurement.

Sustainable Procurement Policy

Reaffirms the commitment of the partner authorities to the Sustainable Procurement Strategy. The policy acts as a short-form document to communicate the key aims and objectives outlined in the more detailed strategy.

Contract Regulations and Procedure Rules & Contract Regulations

Sets out the internal rules and regulations which must be followed by all officers when undertaking procurement activity. A hierarchy of different procurement procedures must be followed which will vary according to the value of the purchase. 

Equality & Diversity in Procurement Toolkit

This toolkit can be used to assist procurers to take account of equality and diversity in procurement contracts. It allows equality issues to be taken into account at different stages of the procurement process, such as pre-qualification and contract monitoring.

Public Contract Regulations 2006

These regulations enact the EU Directive on public procurement (Directive 2004/18/EC). It is vital that they are adhered to protect the interests of partner authorities as they are legally binding.  Any contract above the EU thresholds (currently £156,000) may need to comply with these regulations. Remedies Directive

The Remedies Directive came into force in England on 20th December 2009. It places legal obligations on partner authorities when letting any contract which falls within scope of the Public Contract Regulations 2006. Please follow this link for more information.

Supporting Local Businesses (Guidance Note)

Procurement Lincolnshire and the partner authorities are committed to supporting local and smaller businesses. However, the EU public procurement regime prevents us from favouring such organisations. This guidance note documents some of the ways in which procurers can legally support the local economy.

Standard Documents & Templates

For those service areas which don’t have their own specialist procurement resource, Procurement Lincolnshire has a standard set of documents available to support buying and tendering process.  These documents are used for the procurement activities that Procurement Lincolnshire leads on.

Electronic Advertising & e-Tendering

Use of electronic technology (or e-procurement) is well known as an efficient and effective way of undertaking procurement activities.
