Electronic Tendering
Tendering is an important activity because it is the means by which a Council ensures that the suppliers providing goods and services are offering value for money.
E-tendering is the carrying out of the tendering process using electronic means, such as the internet or specialist software, allowing suppliers in geographical locations to be notified of an opportunity to express an interest, pre qualify, download tender documents or submit a response. This promotes competition for the tender and provides a selection process that is efficient, fair and transparent for both the council and suppliers.
E tendering can therefore deliver savings and benefits to a council by enhancing efficiency and control around major purchases of goods or services. Additionally the process benefits suppliers as it simplifies the process while making everything open and transparent.
To deliver these savings and efficiencies, Procurement Lincolnshire will make sure that electronic means are used wherever possible when carrying out a tender process.
BiP – tendering suite will be used to carry out the tender process. In very simple terms tender documents are placed within a secure electronic vault. Suppliers are able to download the documents from the vault onto their own computer, complete the tender documents electronically, and return their completed tender into the vault. The owner of the vault is only able to access the completed tender documents once the deadline for return of tenders has passed.
The system is totally secure and provides a detailed audit trial. Again, any colleagues who want to make use of this approach, please contact Mark Harvey, Procurement Manager, Operations to arrange access to the Delta e tendering suite and training.
