Why change ECM?

The newly formed coalition government have signalled intentions (at the first available legislative opportunity) to revoke the current regulations (ASCL Act Nov 2009) and withdraw the statutory guidance on Children’s Trusts, removing the requirement on local authorities to setup Children’s Trust boards and the requirement on those Boards to prepare and publish joint Children and Young People’s Plan,

The government continues to support effective local partnerships, with a focus on ‘localism’ promoting the ability of the local authorities to configure structures as they wish.

The Children and Young People Strategic Partnership (CYPSP) agreed to continue to work together and to progress the development of Children’s services within the spirit of current legislation but have the flexibility to respond to any new legislation in the future.

The Children and young Peoples Strategic partnership (CYPSP) are committed to a partnership locally and have agreed to refresh the priorities and objectives in line with policy that has been set nationally and which is now being adopted to compliment the recognised needs of Lincolnshire’s Communities.
